If filibusters and other odd rules are so bad, why does Congress keep them around? Why do both parties use them?

As far as filibusters go, you have to protect the rights of the minority.
Both parties use them, but the GOP actually buys into the notion that they're building a permanent majority, so they're not worried about losing the filibuster.
It's just another obstacle to them...
